Hawaiian Characters (Not necessarily the dictionary)

I was wondering if you could create a Hawaiian layout.

Alphabet

h k l m n p w

a e i o u (okina)

Kahako letters for a/e/i/o/u (same characters, but with lines over them)
The okina looks like an upside down apostrophe!
