You are talking about auto-completion, which is disabled in some fields, such as search fields. Smart Keyboard doesn't decide this by itself, this is an information provided by the field itself to the keyboard.
Some additional into on the above statemnnt. Using this forum, the candidate is here in the reply box but the subject box does the same as the Google box.
